Wodonga Council's March meeting

Wodonga Council's monthly meeting was held on Monday, March 18.

 

Item one: Meeting Procedure Local Law

Purpose of report: To propose that Council makes a new Meeting Procedure Local Law (proposed Local Law) to govern the meeting procedures for Council and Special Committee meetings.

Recommendation was adopted -

That: 1.In accordance with sections 119 and 223 of the Local Government Act 1989 (the Act) notice be given in the Government Gazette and a public notice in the Border Mail of the intention to revoke the existing Meeting Procedure Local Law, No. 1 of 2009, and to make a new local law, Meeting Procedure Local Law, No. 1 of 2019 (proposed Local Law);

2.The proposed Local Law be endorsed for the purposes of community consultation under section 223 of the Act;

3.The public notice stipulate that persons may make a submission on the proposed Local Law in accordance with Section 223 of the Act and that written submissions must be received on a date that is at least 28 days after the publication of the notice;

4.The Chief Executive Officer be authorised to undertake the administrative procedures necessary to enable the council to carry out its functions under section 223 of the Act in relation to this matter;

5. If submissions are received under section 223 of the Act a special meeting of the council be convened, on a date to be determined, to hear from any person or persons who request to be heard in support of a section 223 written submission; and

6. A further report be provided to a future Council meeting on the results of the section 223 process to enable Council to consider making the proposed Local Law.

 

Item two: Refurbishment of council offices ground floor - Stage 2

Purpose of report: To seek the council’s determination in awarding the tender W1524-18 Refurbishment of council offices ground floor -Stage 2.

Recommendation was adopted  -

1.That the tender number 1, from G&P Connelly Pty Ltd t/as Connelly Construction Servicesfor W1524-18 Refurbishment of council offices ground floor-Stage 2 for the contract sum of $1,173,849 (excluding GST) based on the schedule of rates tendered be accepted.

2.The contract period to be from March 19, 2019 with project completion scheduled for September 30, 2019.

 

Item three: Asset Financial Leasing Services PA 1906-1213

Purpose of report: To seek the Council’s determination in awarding the tender W1601-19 Asset Financial Leasing Services Procurement Australia 1906-1213

Recommendation was adopted -

That the tender submission from Macquarie Bank Limited for contract number W1601-19 for Asset Financial Leasing Services Procurement Australia 1906-1213 for an estimated costof $195,000 (ex GST) be awarded.

Noting that the current contract period terminates June 30, 2019 with the option to extend a further 12 months, which PA have initiated.

 

Item four: Master Plan Update - Birallee Park and Kelly Park

Purpose of report: This report is being presented to provide an opportunity for the review of the draft master plan updates for Birallee Park and Kelly Park in order to seek approval for adoption.

Recommendation was adopted -

That the draft Birallee Park Master Plan and Kelly Park Master Plan be placed on public exhibition for at least 28 days with a further report to be presented to a council meeting for final consideration; and

Prior to public exhibition the option to sell the vacant land at Birallee Park be removed from the Master Plan.

 

Item five: Albury Wodonga Aquatics Facility Management

Purpose of report: The purpose of this report is to present to the council a new facility usage pricing structure for implementation across the Albury Wodonga Aquatics Facilities for the 2019-2020 swim season as proposed by the contractor.

Recommendation  was adopted - 

That Council: Approve the Monthly licence usage model as part of the fees and charges structure for the contractor Aligned Leisure for the reminder of the contract; and Instruct the contractor Aligned Leisure to undertake discussions with user groups for the implementation of the licence model commencing in the 2019-2020 season.
